TidalHealth Edward Q. Wilgus Community Clinic opens in Church Street neighborhood
It took more than a century and a renewed dedication to a Salisbury neighborhood for the vision of a 19th century physician to finally become reality. In August, the ribbon was cut on the TidalHealth Edward Q. Wilgus Community Clinic in Salisbury’s Church Street neighborhood.
The ribbon cutting was attended by local and community leaders, including Maryland Gov. Wes Moore.
In addition to full primary care services for adults, the clinic offers telehealth, behavioral health services, lab draws and preventive screenings. Patients also have access to nutritional counseling, diabetes education, financial guidance and community support groups. The clinic is home base for TidalHealth’s resident physicians specializing in internal medicine and is expected to handle between 12,000 and 15,000 patient visits annually.
The clinic’s site — a 1.8-acre parcel — holds deep historical significance. More than 130 years ago, it was purchased by Dr. Robert Naylor, a British physician who dreamed of bringing hospital care to Salisbury. The property has served many purposes over the years, but it has now returned to its roots in healthcare.

TidalHealth Family Medicine Residency Clinic breaks ground

With the recent groundbreaking of the TidalHealth Family Medicine Residency Clinic, West Salisbury families will soon be closer to healthcare and family medicine residents will have a new place to train.
The new clinic will be located on Morris Street, between East and West roads. It will serve as the flagship clinic and home base for the TidalHealth Family Medicine Residency and will provide full-spectrum family care for patients of all ages, from newborns to seniors.
The new clinic will also provide behavioral health services, nutrition services, assistance with financial services, social workers, an exercise physiologist, a community room and a walking path. The clinic will also support training for TidalHealth residents in other specialties, including anesthesia, OB/GYN and psychiatric medicine.
The current home of the clinic is 1315 S. Division St. in Salisbury. Construction on the new building, which broke ground Sept. 22, 2025, is expected to continue through 2026, with the clinic opening its doors in 2027.
TidalHealth breaks ground on Millsboro North Campus

In July, TidalHealth broke ground on the highly anticipated Millsboro North Campus, a transformative 150,000-square-foot healthcare complex that will be the health system’s largest outpatient facility. Located near the intersection of routes 113 and 20 in Millsboro, Del., the new campus will expand access to high-quality care for Sussex County residents and the surrounding regions.
Construction of the three-building campus is expected to be completed within two years and will serve the steadily growing population of Millsboro and its surrounding towns. The first building will house a new TidalHealth Primary and Specialty Care office, TidalHealth Home Scripts, TidalHealth FamilyLab, a diagnostic imaging center, and additional outpatient services. This campus will serve as a hub for TidalHealth to provide clinical excellence and comprehensive care to southern Delaware.
Over time, the campus will offer a full range of outpatient specialties, including primary care, general surgery, urology, gastroenterology, endocrinology, neurology, cardiology, diagnostic cardiology, rheumatology, infusion services, pain management, and orthopedics.
TidalHealth Pediatric Development & Therapy opens second location
Children who need applied behavior analysis, speech therapy or occupational therapy can now receive all these services under one roof at TidalHealth Pediatric Development & Therapy in Salisbury.
In November, a ribbon cutting was held for the Salisbury clinic, which joined a location in Millsboro that opened earlier in 2025.
TidalHealth Pediatric Development & Therapy serves kids with a wide range of needs, including autism, ADHD, Down syndrome and developmental delays. With innovative equipment, tailored environments and purposeful play, the centers help children build essential skills for daily life, communication and learning.
Modernizing surgical services at Atlantic General Hospital
This year, Atlantic General Hospital began renovating its central sterile processing and decontamination department.
The project, expected to be completed in spring 2026, marks the first step in transforming surgical services at the Berlin hospital.
Upgrades include enlargement of the perioperative and surgical services units to accommodate additional surgeons and the latest robotic surgery technology.
Allen Cancer Center expands to better serve patients
In March, TidalHealth’s Allen Cancer Center in Seaford, Del., began expansion of its non-oncologic infusion and clinic space. The project, which was completed in November, increases available clinic space to expand service offerings and increases chair space to support patient volumes and demand for non-oncologic infusion services.
TidalHealth Nanticoke’s Emergency Department behavioral health project
In March, TidalHealth Nanticoke began a project to create a private and secure behavioral health treatment area within its Emergency Department (ED).
The project, which is expected to conclude in January 2026, is funded by a $1 million Congressionally Directed Spending grant from the U.S. Department of Health and Human Services. The dedicated space will provide confidential, safe care for patients experiencing behavioral health crises.
With mental health needs rising in the Sussex County community, this new area will help the ED serve its most vulnerable patients during critical moments, allowing for improved assessment and stabilizing care before patients move on to the next level of behavioral health treatment.
TidalHealth Peninsula Regional expands endoscopy unit
In early 2025, TidalHealth Peninsula Regional began a project to expand its endoscopy department on the hospital’s first floor into a newly constructed 7,500-square-foot space adjacent to the existing department and operating rooms.
The project, expected to be completed in late 2026, will add staff space, two endoscopy rooms, two fixed fluoroscopy rooms, and two mobile imaging-capable rooms to improve surgical efficiency.
The upgrades will make the department more accessible and enhance the overall experience for TidalHealth patients and team members.
