Reimagining healthcare

History came full circle on Oct. 17 as the health system broke ground for its newest primary care practice, the TidalHealth Edward Q. Wilgus Community Clinic.
Thanks to a generous donation from the Wilgus family to the TidalHealth Foundation, the new community clinic will be located at 805 E. Church Street on the property once occupied by Hotel Esther. The parcel of land has a significant and historic healthcare connection to the city of Salisbury.
The TidalHealth Edward Q. Wilgus Community Clinic will be staffed by TidalHealth primary and specialty care providers and serve as a center of care for a neighborhood and a community historically challenged due to a number of social determinants of health. It’s intended to bridge the gap between the neighborhood and healthcare, reconnect residents to resources, stimulate residential development, and reduce emergency department usage for general medical needs.
The clinic will also serve as home base for TidalHealth’s resident physicians who are specializing in internal medicine. It is expected to accommodate between 12,000 and 15,000 visits per year.
“TidalHealth is committed to offering accessible, affordable, high-quality medical care for adult patients with a team of experienced and compassionate providers who are dedicated to understanding the unique healthcare needs of our east side community neighbors,” said Steve Leonard, Ph.D., MBA, FACHE, President/CEO of TidalHealth. “The TidalHealth Edward Q. Wilgus Community Clinic extends our promise to bring healthcare, leadership, mentoring, and medical stability to the front doors of those who need it most, but have the greatest challenges obtaining it.”
Along with a full complement of healthcare services for patients over the age of 18, the clinic will also provide community members with telehealth services, behavioral health, lab draws and preventative screenings. Residents will also have access to nutritional counseling, diabetes education, financial counseling, and various support groups.
The TidalHealth Edward Q. Wilgus Community Clinic is being built on a 1.8-acre parcel of land that 130 years ago was developed with the intent of being Salisbury’s first hospital. While Hotel Esther was razed to make way for the new clinic, its intended legacy will finally be realized.
TidalHealth purchased the land from Salisbury entrepreneur and community philanthropist Bryan LeCompte, who understands and was inspired by the unique history of the property.
Dr. Robert Naylor, an extremely successful English physician, first saw the property advertised in a Philadelphia newspaper while in the states on business. His plan was to build a retirement home there for his wife, Maria, and their family. He bought it in 1893.
However, upon arrival, it became evident to Dr. Naylor, for which the street is named that bordered the Hotel Esther, that what Salisbury needed was advanced healthcare and a hospital. This was also the same time that Dr. George W. Todd was making plans to open Peninsula General Hospital on the west side of the city, which he did in 1897.
Dr. Naylor started with a small clinic in the building and was seeing patients while continuing to work on opening his own hospital, but he would never live to realize that dream; Dr. Robert Naylor died in 1899 at the age of 69.
The property stayed in the family until 1908. It was sold a number of times, even serving as the first location of the John B. Parsons Home for the Aged. During World War II, it was purchased by a local investor, whose wife happened to be named Esther, who turned the structure into a hotel with additional boarding rooms and a ballroom.
Fast forward to 2021. Hotel Esther had become a shell of what it once was. Its luster was long gone, but its original vision as a healthcare center was very much alive.
Enter TidalHealth and President/CEO Steve Leonard and then President of the Foundation, Denise Billing. It was always a plan of the health system to locate a clinic in the East Church Street neighborhood, and the Hotel Esther property was the perfect location. “I hadn’t owned the property for even a year and wasn’t looking to sell it, but the idea was intriguing and exciting,” said LeCompte.
They settled on the sale of the property in 2022. “I told Steve that I wanted to memorialize Dr. Naylor’s efforts to create and launch healthcare on the Eastern Shore,” added LeCompte. “This brings it full circle with us building upon his concept and ideas to reimagine his vision.”
Completion of the clinic is expected in the summer or early fall of 2024.
Igniting our Future

The ribbon cutting also served a dual purpose as it also launched the TidalHealth Foundation’s “SPARK” campaign. SPARK is an effort to raise $5 million in support of the resources necessary to establish a Graduate Medical Education program at TidalHealth, including the TidalHealth Edward Q. Wilgus Community Clinic. It’s a “pay it forward” campaign to attract outstanding resident physicians and provide them with a place to learn and practice — to become embedded within the community, and once their residencies are completed, possibly choose to stay here.
“We believe that everyone deserves access to high-quality healthcare services, regardless of their background or economic status and philanthropy is the spark that will accelerate this project,” said Jessica Hales, President of the TidalHealth Foundation.
The Perdue Foundation recently contributed $300,000 to create classroom space and technology in the TidalHealth Center for Medical Training and Simulation, where resident physicians studying in TidalHealth’s Graduate Medical Education program, as well as other clinicians and providers, train in real-world conditions and scenarios before the actual delivery of patient care. A ribbon cutting will be planned for later in 2024.

A unified effort to crush cancer

Cancer is unforgiving. To beat it, you need to be equally as relentless in your treatment approach. It requires a calculated and multidisciplinary plan using the most advanced options, technology and modalities.
At the TidalHealth Allen Cancer Center in Seaford, Del., a revolutionary new technology that provides patients the greatest opportunity for remission, cure and/or the highest quality of life possible is now online following a Jan. 10 ribbon cutting. It’s the Varian TrueBeam linear accelerator.
In addition to being state-of-the-art in the world today, the unit aligns the TidalHealth Allen Cancer Center with the very same Varian TrueBeam linear accelerators in use at the TidalHealth Richard A. Henson Cancer Institute in Salisbury and Ocean Pines.
“That’s important for not only continuity of care, but also for our Delaware patients who previously had to travel to Maryland for highly advanced procedures like stereotactic radiosurgery and stereotactic body radiation therapy,” said John Mansueti, MD, Executive Medical Director of Cancer Services for the Richard A. Henson Cancer Institute and Allen Cancer Center at TidalHealth. “Each of these specialized treatments is designed to provide highly focused, tightly conformed and precise beams of radiation to destroy tumors while sparing surrounding tissue and greatly reducing the number of times and the duration of time patients must spend on the table.”
TrueBeam, which is designed to provide those treatments as well as others, is essential to standardizing and streamlining care and providing the best care possible while ensuring accuracy, preserving healthy tissue, reducing treatment times, and being able to address a diverse range of clinical cases and cancer lesions or tumors.
The unit also features a new motion management system called Identify, which in tandem with the TrueBeam provides real-time treatment notifications to technologists to ensure patient-specific tolerances are not exceeded.
“Our new TrueBeam linear accelerator is just the latest weapon the TidalHealth Allen Cancer Center has to battle cancer,” said William Woods, MD, the primary radiation oncologist at the TidalHealth Allen Cancer Center. “At TidalHealth, we ensure that all our patients in Southern Delaware and the surrounding communities receive the best and most appropriate radiation treatment and that it is delivered with the utmost care and precision.”
Joint Commission Gold Seal recognition
TidalHealth Nanticoke, in other news, has earned The Joint Commission’s Gold Seal of Approval® for Hospital Accreditation by demonstrating continuous compliance with its performance standards. The Gold Seal is a symbol of unmatched quality that reflects a healthcare organization’s commitment to providing safe and quality patient care and is valid for the next 36 months.
The Seaford, Del., hospital underwent a rigorous, unannounced onsite review on July 12-14, 2023. During the visit, a team of Joint Commission reviewers evaluated compliance with hospital standards spanning several areas including emergency management, the environment of care, infection prevention and control, leadership, medication management, and the rights and responsibilities of the individual.
The team at TidalHealth Nanticoke joins their counterparts at TidalHealth Peninsula Regional in Salisbury, Md., who earned the same Gold Seal Accreditation from The Joint Commission in 2022.

Leapfrog
TidalHealth Peninsula Regional has again earned an “A” Hospital Safety Grade from The Leapfrog Group, a national nonprofit watchdog that sets standards for excellence in patient care.
The designation recognizes the Salisbury hospital’s efforts in protecting patients from preventable harm and errors and providing safer healthcare. TidalHealth was one of just thirteen Maryland hospitals to earn an ‘A’ in the fall 2023 report, a designation it has held for the past two reporting periods (spring and fall 2023).
The Leapfrog Hospital Safety Grade is the only hospital ratings program exclusively based on hospital prevention of medical errors, infections and injuries.

A surgery center partnership for the community

Peninsula Orthopaedic Associates, in partnership with TidalHealth, has transformed the former Delmarva Surgery Center, located on Salisbury’s “S” curve at 641 South Salisbury Boulevard, into a state-of-the-art, beautiful boutique outpatient surgical center that serves our community’s orthopedic needs.
POA Surgery Center (POASC) is fully equipped and accredited by the Accreditation Association for Ambulatory Health Care and Certified by the Centers for Medicare and Medicaid Services. The center includes four operating rooms as well as the use of Mako SmartRobotics™ for total joint replacements. Mako SmartRobotics is also available at TidalHealth Nanticoke and utilized by POA Surgeons Drs. Petrera, Gelman, and Klek.
POA Surgery Center has been providing our community with an unmatched same-day surgical experience for all orthopedic conditions since it first opened in December 2010. In that span of more than 13 years, POA Surgery Center has been performing outpatient total joint replacement for over ten years, and in a similar fashion, Dr. Scott McGovern pioneered successful outpatient spine surgery at POASC eight years ago. POA Surgery Center is also proud to share they have less than a 1% infection rate amongst more than 2,700 procedures each year.
POA Surgery Center offers a wide variety of surgical services including: total joint replacement of the knee, hip, and shoulder, partial knee replacement, sports medicine surgery of the shoulder, hip, knee and ankle, spine, hand, wrist, elbow, foot, and ankle, including fracture care as well as orthobiologics for joint preservation. Peninsula Orthopaedic Associates is proud to announce the addition of Dr. Greg Kirwan, a fellowship-trained foot and ankle orthopedic surgeon, to better serve the region's orthopedic needs. Dr. Kirwan treats a wide variety of foot and ankle conditions from non-surgical treatment of arthritis and sprains to performing total ankle replacements, ankle ligament reconstruction, Achilles tendon repair, foot and ankle fusions/revisions, foot deformities, fracture care and much more.
After graduating from the United States Naval Academy, Dr. Kirwan served in the Navy as an Air Transfer and Operations Officer and was decorated with seven medals and commendations during his five years of service.
Dr. Kirwan completed medical school and orthopedic residency at the Philadelphia College of Osteopathic Medicine prior to a fellowship in orthopedic foot and ankle surgery at the University of Pennsylvania Medical Center in Philadelphia. He practiced in Wisconsin prior to relocating to Salisbury to be near his family and has been serving our region since April 2023.

Dr. Patrick “Andy” Holt joined Peninsula Orthopaedic Associates (POA) in September 2018. Prior to joining POA, Dr. Holt completed his fellowship in hand and microvascular surgery at Duke University after his orthopedic surgery residency at the University of Utah. He also completed a Doctor of Philosophy (PhD) in Biochemistry and Molecular Biology at the University of Louisville where he also earned his Doctor of Medicine (MD).
Dr. Holt took on a leadership role at TidalHealth Peninsula Regional and shared, “It is with gratitude and humility that I have served as the role of Chief of the Department of Surgery for the last two years. We look forward to continuing our tradition of providing outstanding surgical care of patients on the Eastern Shore.”
A message from the CEO

It is with a heavy heart and deep sadness that I share the news of the passing of a remarkable individual who left an indelible mark on our healthcare community – Mr. Gordon Gladden.
Gordon passed away Jan. 10, just shy of his 84th birthday, leaving behind a legacy that will forever resonate within TidalHealth.
He graced our hospital and health system for an incredible 22 years as a dedicated member of our Board of Directors. His commitment and passion for our mission were unparalleled, making him the longest-tenured member at the time of his retirement in 2005. Although others have since surpassed this milestone, Gordon’s impact remains etched in the annals of TidalHealth history.
Gordon was one of the first Board members I met early in my career at the health system. It was not at the hospital; honestly, I didn’t know the Board back then. I met him on a park bench as we both worked on Ben’s Red Swings. He was so casual and engaging and looking back, I am not surprised — one of the countless ways Gordon served us all.
As Chairperson of the Board from 2001 to 2004, Gordon exemplified leadership and dedication. Over the years, he led and participated in an impressive 14 different board committees, covering areas such as leadership, performance improvement, development, finance, strategic planning, and compensation. His influence reached far and wide, and his guidance played a pivotal role in shaping key decisions that steered our health system to success.
Gordon was not only a Board member; he was a friend and partner in our collective mission to enhance healthcare on Delmarva. His commitment to community service was unwavering, and he touched the lives of many through organizations such as the Rotary Club of Salisbury, Boy Scouts of America, Greater Salisbury Committee, Coastal Hospice, United Way, Meals on Wheels, YMCA, Richard A. Henson Foundation, and the Salisbury Area Chamber of Commerce. Each of these organizations flourished under his leadership and service.
His dedication to excellence was a driving force behind our achievements, notably steering the Board through challenges like the $100 million expansion and renovation project, including the construction of Layfield Tower. He also founded our system’s Health Council, now TidalHealth Community Council, which educates our friends and neighbors about our services and advancements in patient care. Serving under four different presidents, Gordon's wisdom and experience were invaluable.
Gordon's fingerprints are etched into every success we achieved during his two decades on the Board, making him one of the most innovative and respected voices in our health system and community.
Let us join together in honoring the memory of Gordon Gladden, a beacon of inspiration whose legacy will forever resonate within the heart of TidalHealth.
“And our flag was still there”

TidalHealth Nanticoke, on Nov. 10, dedicated a flag wall honoring the military branches of the armed forces, MIA/POWs and the hospital’s continued support for veterans and the community. The flags — including all branches of the armed forces, Sussex County, the City of Seaford and the State of Delaware — are on permanent display in the hallway leading from the lobby to the emergency department.
TidalHealth Nanticoke, the former Nanticoke Memorial Hospital, will be forever linked to military service and veterans dating back to its origin. Groundbreaking for the hospital occurred on Independence Day, July 4, 1950. The official dedication of Nanticoke Memorial Hospital happened on Nov. 11, 1951, on Armistice Day, now celebrated annually as Veterans Day.
“From the initial planning of the hospital in 1945 by town leaders and civic organizations just eight months after the end of World War II, it was declared that Nanticoke Memorial was to be built in tribute to all men and women from Sussex County who had been in the armed forces during wartime,” said Penny Short, President, TidalHealth Nanticoke. “This is our small contribution to continuing that legacy.”
Also unveiled as part of the dedication celebration was a plaque on display near the flags that speaks to TidalHealth Nanticoke’s beginnings and its historical and patriotic connection, dedication, and devotion to those who have served and continue to serve our nation.
Community Wellness: Building a healthier Delmarva

When Jaquelin Ixtecoc Reyes, CCHW, joined the TidalHealth Community Wellness team in the spring of 2022, she was nervous about doing work she had never done before. Previously, she had worked at a local Mexican restaurant and Hispanic market. Joining the TidalHealth family pulled her out of her comfort zone and required her to learn new skills.
“When I started in this position, I never thought this was going to be one of the most satisfying jobs,” Ixtecoc Reyes said. “I say this because it makes me extremely happy knowing that I can help someone in need. I would say this is the best job I could ask for.”
Her supervisor, Bonnie Willey, mentored Ixtecoc Reyes during her onboarding period to set her up for success. Willey knew that Ixtecoc Reyes’s compassion and desire to help people was crucial to the role of community health worker.
To continue growing and improving her ability to help patients, Ixtecoc Reyes completed a demanding curriculum to become certified as a Community Health Worker (CCHW) and then continued her education and skill-building in 2023 by completing a train-the-trainer program to teach chronic disease self-management and diabetes self-management to patients.
Her hard work and commitment to TidalHealth’s mission and values have led her to positively influence the lives of dozens of patients. Ixtecoc Reyes is especially able to connect with patients who are new arrivals to this country and who identify as Hispanic.
“A lot of times it is hard for immigrant people to obtain the help provided by different agencies especially if they do not speak the language,” Ixtecoc Reyes said. “I have seen people getting scared to be in front of someone who will not understand what they are saying.”
Within the past year, Ixtecoc Reyes was assigned to work with a Hispanic male patient who was identified as having food insecurity.
“I did what I usually do — I called him and set up a time for an assessment visit,” she said. “I brought with me a SNAP (supplemental nutrition assistance program) application to fill out. During his assessment, his wife asked to discuss a situation. I found out that they were also in need of transportation, so I assisted with their Shore Transit application, which was also approved.”
Both the husband and wife had escalating medical bills they were unable to pay. Ixtecoc Reyes worked with TidalHealth Financial Assistance and Medical Assistance through the Department of Social Services to fill out additional applications for help. Ixtecoc Reyes determined that many of the bills were coming from a local clinic. She contacted case management and the billing office of the clinic and worked with them to get additional financial assistance.
“I didn’t close their case until they had all that they needed,” she added.
That included working with Chesapeake Housing Mission to have a wheelchair ramp built as the husband was wheelchair bound and their home only had a tiny porch with three steps.
Limited mobility and transportation prevented the couple from being able to get to a market for the food they needed. When Ixtecoc Reyes learned of this need, she worked with them to participate in the Meals on Wheels Program offered through the local Area Agency on Aging.
“I really cannot explain how happy I am with working with this team and the work that I do to help the community,” Ixtecoc Reyes said.

Outstanding Rural Health Program

During the Maryland Rural Health Association (MRHA) Annual Conference in October, the Salisbury-Wicomico Integrated Firstcare Team (SWIFT) received the 2023 Outstanding Rural Health Program Award from Jonathan Dayton, MRHA Executive Director.
This SWIFT program, a collaboration between TidalHealth’s Community Wellness team and the Salisbury Fire Department (SFD), is focused on connecting high utilizers of 911 and emergency department services with primary care and specialty services.
The program further operates the Minor Definitive Care Now (MDCN) program, where a TidalHealth nurse practitioner and an SFD paramedic respond to low acuity 911 calls to assess and treat patients on scene to prevent unnecessary emergency department visits. The MDCN program is the only one of its kind in the State of Maryland and is one of just 25 programs nationally providing this innovative and cutting-edge service.
